Help!! Windows change back to original theme on restart!!

I like the classic windows style so I set it that way.... and when I restarted my computer, it changed back to that lame bubbly blue theme. so I change again and restart and yet it still does that! how do i fix this bug?

I got this same problem at one point last year, but I can't remember what I did to fix it. Try making a new user account and see if that does anything.
 
Mine used to do that until I saved the setup I wanted as a theme in the properties display section (when you right click on the desktop), in My Documents which it just defaulted to when I wanted to save it. Anytime I changed anything I just resaved it.
