Help! Which P4 2.4B chip has better OC'ing potential?

I have two P4 2.4B chips, I need to put one into a system for my parents.

Chip #1:
Runs 100% stable at 2.80Ghz 1.55v idle/actual
Not 100% stable at 2.88Ghz 1.65v idle/actual, boots into WinXP, but will reboot or freeze
Not 100% stable at 3Ghz 1.7v idle/actual, boots into WinXP, but will reboot or freeze

Chip #2:
Runs 100% stable at 2.80Ghz 1.5v idle/actual
Not 100% stable at 2.88Ghz 1.65v idle/actual, boots into WinXP, but Prime95 returns a mathematical error after ~1 hour, otherwise 100% stable
Won't boot into WinXP at 3Ghz, 1.7v idle/actual

I'm trying to figure out if one of the two chips will be stable if I get a bigger/better heatsink/fan, right now I'm using the Intel HSF w/AS3.

They're both the same stepping, SL6EU (b0 core). Both run around the same idle/load temps. I'm just thinking if Chip #1 will boot into XP at 3Ghz it may have more potential, but it isn't really stable at 2.88Ghz while the other processor is semi-stable at 2.88Ghz, it just can't complete Prime95. Right now Chip #2 is in my system, so if it really makes no difference then maybe I will just leave that one in there, and hope I can at least get 2.88Ghz stable with a better HSF.

Either way, with the Retail HSF, it doesn't sound like I'll be able to get anymore than 2.8Ghz ...

Thanks for any help in advance! :)

I guess it doesnt really matter that much. Most p4 are voltage limited anyway, not heat limited. So a better heatsink will probably not increase your overclocks anymore. Just be happy with running at the helafast speed of 2.8ghz.

I'd be happy if I could hit 3Ghz ... I'm so close! :) But 2.8Ghz is definitely nothing to scoff at.
