im a wee bit of a newb so excuse me if my question is retarded. my stock fan that came w/ my opteron seems to have little specs of the green packaging in it as shown in link.

the green stuff on the thermal grease

should i not worry about it and go ahead and put my artic silver down and set the hsf on top? or what...im confused. please help!
 
If you're applying your own thermal compound, then you should remove the thermal compound that is already on the heatsink anyway.

So just clean the stock thermalpad you have pictured off of the heatsink(and the green specs along with it 😉 ), then apply your arctic silver.
 
I know i wouldnt leave the green specs, since the idea of thermal compound is to fill any small / microscopic "nooks and crannies" between the HS and cpu to ensure good contact between the two for better heat dissipation.

And those green flakes are gonna keep the contact area from being as smooth as possible.

So, if you have your own thermal grease, then i'd remove that thermalpad and green specs along with it to ensure the best contact between the cpu and heatsink.
