Help! Vsync broken

For some reason my vsync isn't working now. I have a 7600GT. I go into the driver control panel and put vsync to 'force on'. But then when I go in games it's not on. Anyone got any ideas?
 
did you recently upgrade your driver? maybe the new one has a vsync bug.

Are you testing it in full screen? vsync only works in full screen mode.

I've tried a couple of different drivers so far and it didn't work in either of them.

Yes I'm using full screen mode.
