What you can do is to contact Motorola and they will tell you how to do it.
I got a tri-band V66 for T-Mobile and it can be unlocked but I have to wait 3 months before it can be done. Of course you can pay $$ and have someone do it.

I e-mailed TMobile, and they provided me with an unlock code the next day. They usually take into account how long you are with them before giving you the unlock code. Since phones are usually subsidized at the time you buy it, they want to make sure they have made their money back before letting you unlock it and take it to another provider.

If you haven't been with your provider long, and still want to unlock it, there's plenty of services if you search through Google that will get you an unlock code for $20-$30. Just search for v60i unlock and there's literally hundreds of results... 🙂

Isn't the V60i a non-GSM phone? I thought those were perma-locked (at least without changing the chip) to a particular network?
