I e-mailed TMobile, and they provided me with an unlock code the next day. They usually take into account how long you are with them before giving you the unlock code. Since phones are usually subsidized at the time you buy it, they want to make sure they have made their money back before letting you unlock it and take it to another provider.
If you haven't been with your provider long, and still want to unlock it, there's plenty of services if you search through Google that will get you an unlock code for $20-$30. Just search for v60i unlock and there's literally hundreds of results...
