Help tweaking for Fast(er) web-browsing

any tweaks I can do in windows or in DrTCP to speed up internet browsing. I have DrTCP software and a wired Cable connection.

..basically using these parameters:

MaxMTU - Cable = 1500.
Tcp Receive - 255552
Window Scaling - Yes
Time Stamping - No
Selective Acks - Yes
Path MTU Discovery - Yes.
Black Hole - NO
Max Duplicate - 2

IE still sometimes takes a while to load pages, I will click the link, it will wait a second then the page will load instantly. What can I do to get rid of that delay? Someone told me to clear the temp internet files and make it like 5MB max capacity, but how would that help? seems like that would make it slower.
Sometimes have trouble playing video streams smoothly also (like 300kb/s which is only ~1/10 of my bandwidth!)

relevant specs:
Cat 5e cables
2.5MBs actual (3MBs advertised) speed
1gig of RAM, AMD 2600+, rest in sig

Use a ramdisk and put your IE cache on it - triples how fast your pages load guaranteed.
