Maybe you have an infected Vista dvd ?

No virus can survive the partition being formatted so maybe they exist on another partition or drive?

Download another image then, because after 3 formats that could really be the only reason.

Also, disconnect your network cable when you install Vista, install an antivirus from a clean CD/USB device, then reconnect to the network.

Verify the MD5 hash of the ISO image you installed from and compare it to a known good / official version. There's no real moral/legal reason you shouldn't use a downloaded image to install an OS which you have a valid license to use. The license is for the PC, not for the media / medium of installation.

Also consider replacing the MBR on your disk since when you format that isn't always destroyed and it can contain malware. Also reflash your bios -- it could've been infected. Also definitely unplug your network access (as has been suggested) during installation until you have a running anti-virus / firewall setup and some of the critical updates like SP1 installed.
