Help! some programs wont start!

When I double click on the icq file. It wont load. The hourglass shows up for a split second then closes and nothing happens afterwords. Does anyone have any ideas how I can fix this? It happens with a few other program files too, I have found that the 3dmark2000 and XLR8R files wont work -- same problem.
