Help! Slow network speeds :(

I recently bought a crossover cable from Best Buy and hooked my two systems. One is running XP pro and the other is running Windows 98SE. It seems as though my W98 machine can access folders very quickly ~ but the XP machine takes 20 or 30 seconds each time I double click a folder or remotely use a function on the W98 machine. When copying files over, I'm only getting 2Mb-3Mb transfer rates. The network cards are both brand new D-Link 10/100... What might be wrong?

are the cards both running at 100mb? there should be a light or set of lights on the back of the card that indicate whether it is running at 10 or 100?
 
There are only two lights. One says "link" one says "ACT" (link meaning there is a link between two PCs...)
