HELP..shouldnt a Mobo (PSU) start up with nothing in it

My rig died. It just shut off. I think it is the Mobo. I tried the PSU in my this rig and all is fine. The mother board light will turn on when plugged in, but nothig will start up. I pulled everything out to see if it is the mobo. Now a bare board...If I put power to it, shouldnt the psu fans kick on?
