Help setting up an internet server

I am running win98se and would like to setup a small internet server. I am totally new to this and hope some of you can tell me how to do it, start to finish.

Here is what I have:
Road Runner cable internet access (dynamic IP, so I don't know if it's even possible to run a server)
Netgear RT314 gateway router
Epox 8kta3+ MB
1.1 GHz Athlon
Radeon VE 32mb Vid Card
256MB 133 generic RAM
No modem (except external cable modem)
D-Link 10/100 LAN Card
60GB IBM 60GXP HD

Will the above be sufficient to do a small server and will also allow me to use as my primary computer? And are there security risks for my personal documents?

Also, I've noticed that I only have about 40 kb/s upload... is this too little (I think it might be) and is there a way to increase this speed?

I would check out Cablewebserver.com for more info on what you want to do. They have easy step-by-step instructions on how to do it from start to finish. 🙂
