Help regarding options...

I got a parking ticket that is incorrect. Let me run through what has happened:

Sunday November 11 I go out to my friends Birthday dinner. When I return I park in Virginia Tech's stadium parking lot in the resident section. There is a faculty section that is farther away from everything, but I verified that I parked in the Resident section as shown in this picture. I parked a few cars down from my Roommate who parked in the same row.

My car is the red truck next to the silver accord towards the right of the picture. I have time and date stamps as well as latitude and longitude of the location this picture was taken (My phone's camera):

Monday, Tuesday, Wednesday- NOTHING-- Haven't even thought about moving my car.

Thursday I receive an E-Mail approx 9AM stating that I have to move my car as I received a parking citation on Wednesday. Wondering what this could possibly be about, my roommate and I proceed down to the stadium lot to see what in the world I could have been ticketed for.

When I get down there, I find my passenger door was somehow left unlocked. My parking pass that hangs from my rear view mirror, is in my side door compartment. There is no reason for me to ever remove this from the mirror (I was suspicious that the officer may have decided to make my car have a case for a ticket). No matter though, they would repeal it seeing as I most definitely have a pass.

I get there, and as she is about to repeal it she says that I was parked in the Faculty Staff section according to the officer. I politely told her that is impossible. She told me to appeal the citation, but that I have to pay first-- $40. After arguing that this was not fair, I managed to scrounge up $40 and paid.

The first appeal was done in writing, and they wrote back with this sentence. "Mr. Boyd, we have upheld your citation because you were in violation of Parking rules and policies". I was beside myself when I received it in the mail because I was appealing that very excuse.

They told me my roommate could not attend the second hearing (Which was in the middle of exam week by the way) but he could write a note. He wrote that he was parked a few cars down from me and went with me to see what was wrong with my car and I was IN FRONT of the resident sign. I also printed out this picture and stated my case verbally.

Today I get home and find that they sent me the exact same message as before.

There is no other appeal I can do formally. I plan on, once I calm down, sending Parking Services an E-Mail requesting a hearing with whoever head of Parking Services is. Can someone tell me if I have any possible options here in hopes of getting my money back? And by anything, I mean ANYTHING?

I'm sorry, I am a college student and have no legal experience or anything. Who would I be suing in that case? Additionally, if I were to do that, would I be able to argue that they should pay for any charges that were incurred by me taking them to court?

Furthermore, I want to get a job with the CIA or NSA or FBI (etc...) after I graduate. This seems like a dumb question, but I have heard they know everything lol, will that affect any chance I may have at getting a security clearance (Just because I have had to take legal action on something)

Does that picture that you linked show that you were correctly parked in the right area? Basically I'm asking if you can use the picture to show that you were not in the faculty parking area.
 
You shouldn't have paid it in the first place. Do you really want to waste all that time just to get $40 back? It's the bureaucracy.

Getting a parking ticket isn't going to prevent you from getting a security clearance. Going to small claims court won't either.

I'm a college student, $40 is a good sum of money-- I need it.

I had to pay in order to appeal the ticket.

Thats what it was supposed to show, apparently they didn't believe it somehow! What gets me more, is that they were flat out rude to me when I walked into the second appeal. And I am never mean to people, I can never be mean to people, even if they deserve it, so they kind of walked over me.

Getting a parking ticket isn't going to prevent you from getting a security clearance. Going to small claims court won't either.

WRONG!! You cannot have any parking tickets, speeding tickets, fix-it tickets, giants tickets, etc. on your record to be hired by one of those agencies. Your record has to be PURE!!!

OH yeah...that's right. My bad. KLin is absolutely correct. In fact you can't even have a movie ticket.

I appealed it all I could through their inane system.

As for the Security Clearance, I didn't think it would be affected, like I said, but I know they place a lot of weight on a completely clean record.

Yup, that's what I think too. Also, you would end up wasting a lot of time getting the $40 back. However unfair it might seem, moving on would be the best bet. Just my 2 cents.

I had to. It is written on the ticket that I received for doing nothing wrong.

I just have such a hard time just giving into something that is completely unfair. I may as well have just crashed into a light pole at 5MPH as I would have had to spend the same amount of money.
