HELP REFORMATTING ERROR

In win2k Pro, I'm reformatting a partition I made from NTFS to FAT32, but when just before the end of the format I recieve an error telling me that the format is impossible, further, in my computer it says that the space taken up by the files that were on it are still taking up space, only problem is it's blank, what can I do??

I thought once a drive is converted to NTFS, it couldn't be reversed to FAT32.

That doesn't seem right since I can reformat any drive into any FS without any problem, just seems I still had junk on this disk in the good old hidden recycle bin, deleted it and cleaned it up, should be ok now but any comments would still be appreciated
