Help: Radeon 9700 Pro Issue/Problem

I got my Radeon 9700 Pro used a couple of weeks ago of AT FS/T, and it's been working great except for one thing:

Occassionally, on a soft reset, the whole picture will become garbled, with green vertical lines, about 2 centimeters apart, running throughout the whole screen. It's hard to duplicate the problem because it just shows up randomly on some soft resets (I've had it happen to me 3 times since I got the card 2 weeks ago). If I turn off the computer for 5 seconds, and then turn it back on, the problem goes away.

Does anyone know if this represents a malfunctioning video card? The card, when there are no line problems, is incredibly stable, and doesn't crash the computer. Additionally, I've tried looping Future Mark 2003 nonstop to see if it's an overheating issue, and my computer is stable.

Any suggestions would be great. I want to know if I'd need to RMA the card.

BTW, I'm using a Dell 8250, and although the Power Supply is only rated at 250W supposedly, most of the information that I've read on the 'Net says that the Dell can run the card fine, without power issues.

Any help would be greatly appreciated.
