HELP: Problem with ethernet card

I bought a new ethernet card because I thought my old one broke. However the new one doesn't work either...

I put in the PCI card and windows read it fine but I would get a limited or no connectivity notice. I tried using the windows "repair" option which would try to renew the IP address but it would not be able to renew.

I'm running win xp pro.
I tried 3 different PCI ethernet cards (win xp read all of them correctly) in different slots.
I even switched ethernet wires.
I am currently using my cable modem via a usb connection but I need to set up a wireless connection which requires ethernet.

Any ideas or help would be appreciated.
