I'm using windows 7 with a limited internet connection and slow connection. Recently I've seen that most of the time windows keep sending and receiving 'packets' even though I've turned all updates off. I tried to close 'svchost.exe' through task manager but ended up stopping my internet. Is there any way to stop it? I've an ubuntu 11.10 disc image file (695 MB). Is that an operating system (no experience with linux)? Should I install ubuntu too and use it for browsing internet? That should stop windows from using interent, right?
 
Ubuntu is a separate operating system (OS), just like W7 is an OS. It's not something you can install on top of Windows with any chance of success, you would have to partition your existing hard drive, adding a separate partition for the 2nd OS, or, better, add another hard drive for the Ubuntu OS and boot into one or the other OS at startup.

Something else you can do is minimize the amount of programs that are running at startup. Go to System Configuration>Startup and see what all is running at startup. Many programs check for updates at startup, among other things. Disable things that don't need to be running at startup (iTunes, Adobe, QuickBooks, Printer toolbox are things on my system I elect to not run at startup, for example.)
 
If you're seeing a lot of traffic I would run a scan for malware and limit yourself to a single browser window at a time with no tabs open. Enable popup blocker if you haven't already done so to prevent scripted windows from running and taking bandwidth.
 
Thanks for your response both of you. I knew that ubuntu is an OS. It's the size that confused me.
I was thinking of adding another hard disk. So I'll install linux in it.
