HElP please!! Hard drive FAT problem

Some days ago, I accidentally delete the whole registry of my computer and it screwed my whole hard disk up. After, I reboot I couldn't get into windows and can only run command prompt, and some of my folders and files' name change into some weird letters and symbols. This happen to my other two partitions. So, I used "fdisk" to remove the partitions,
reboot and create new primary Dos partition, then I format the whole drive. I thought everything will be fine after I format the hard drive. But I couldn't get to install win98, because it keeps giving me the FAT error when running the scandisk. even after several runs of scandisk, those funny looking letters and sysmbols still appear. It is apparent
that my FAT is corrupted, does anyone knows how to fix this? By the way, I have checked my CMOS, the Head, Cylinder, Sector are all correct. And does anyone knows what cause the files' name change into weird looking symbols?!?!

Reboot your machine using the Win98 emergency (startup) floppy disk.
Use Fdisk to remove ALL of the partitions (including the active C).
Again reboot using the floppy.
Use Fdisk to partition the harddrive. If your partitions are over
2.1 gigs, when you format the partition it will automatically
format it using FAT32. If your partitions are under 2.1 gigs but
over 540 megs, when you format the partition it will ask you if
you want FAT32. Say yes! Partions under 540 megs use FAT16.
Remember to make the C: partition active!
