HELP!! PC not booting with vid card PCI-e power attached. [FIXED]

So for some reason my AMD 290 is not allowing the PC to boot when the power plugs to the card are plugged in. I hear the PSU turn on and then immediately click off. PSU is a Corsair AX1200i.

Is this the indication of a short somewhere? Card has a Swiftech MCW82 universal GPU block on it and some custom VRM heatsinks. I looked to make sure they are not touching any other capacitors or anything.

EDIT: I put the reference cooler back on the card and everything works fine it appears. What could be causing that with the GPU block on it?

Hmm...it appears my custom rear VRM heatsink was causing the issue.

I put the Gelid 290 VRM heatsink on it and it boots fine now.
