help on setting up a network

okay.. here's what I've got

2 xp
2 win 98 se (1 that is not within my house, actually its about 3 blocks away from where I live)

anyway I want to start fresh.. I will delete my whole network and start all over again. I want all my network commands to work such as net start, view, send, etc.. Please give me the quickest and reliable way to set up.. should I use wizards on all of the computers? my concern is mostly on the windows 98 se side. My main priority right now is to have one computer diagnose all on the network. I want to update patches as well as windows updates on one pc. I want to remotely control all computers. Any suggestions.

My platform is Windows XP Pro --- > controlling 1 XP and 2 Windows SE.
Please give me suggestion thanks
 
I am very confused on what you want to do. "Setup your network"? set it up to do what? you want a topology?
 
okay it was running fine the first time I set the network up. when I started fiddling with the Network Wizard again I guess it messed it up. I was using my computer and I went to Network Places. I had 3 of them set up the one I used to connect to well is not responding good. Its shows on NETWORK PLACES that its one the network but when I double click it.. it says that I dont have permission to go in there. What can I do to resolve should I just do a whole new setup or should I do some configurations. Currently I delete that connection where I couldnt go through what can I do..?
 
my main objective is to precisely handle, diagnose, and to make sure they have all their updates, delete, add programs.. on my XP Computer... What can I do to do these.. ?
