help on computer start

just installed a new harddisk, then i can't start my pc any more. Even though I uninstalled the new harddisk, still can't get the pc run. The cpu fan ran for a couple of seconds then no response. Does anybody meet such situation before?

is it set to master and alone on the channel? most hard drives can only be set to master is there is a slave connected.

I disconnected all the other drives only the boost hard disk was left and it is master.

the jumper configuration has no problem, i doubled checked that,
currently there is only one HD connected and it still doesn't work
