Help! No video on startup

Ok so I just built up a new computer with the following parts:
Celeron d 325
soyo p4rc350 mobo
Using the onboard video
atec slk1600 w/ 300W smartpower
pny 512mb pc2700 ram
seagate 10gb hard drive

When I started it up all the status lights and floppy and cd rom all power up but no video at all. No beeps either. CPU fan is running so is power supply. Do i need to configure the onboard video or something? I don't really have another video card to test if that works only some old card but dont know if its 1.5 voltage and mobo only excepts 1.5 voltage vid cards. What else could be the problem?

That''s what I was thinking a jumper on the mb but the manual is so bad I couldn't find anything about it in there. BTW I can't even get to the bios, I have no video at all.

Soyo.com says to check jumper settings (but fails to tell you what pins) and clear CMOS. Can you see any jumpers marked as video?

There is no labeling of a video jumper. Is there a way to tell what the voltage of your video card is without actually using it?

Yes, what kind of card is it you are using?

# Check Flash BIOS Jumper: If your system has a jumper to enable the flash BIOS feature, check it to make sure that it is disabled. This should be the default.
# Check CMOS Clear Jumper: Some systems have a jumper that will let you clear the contents of the CMOS memory, something that is needed most often when a system password is set and then forgotten. Make sure that this jumper is set to the normal or default position, or you won't be able to set any BIOS settings.

According to your manual, this is the troubleshooting procedure:

The system powers-up, no video, no beeping sound heard, but the CPU fan is turning. 1. Clear CMOS RAM. (JP5 connector, see Quick start guide for more info on how to clear the CMOS). 2. Check all the jumper settings on the M/B. 3. Check if the CPU is ok by using another CPU (check the Quick start guide for CPU supported on this M/B). 4. Check if the power supply is ok. The minimum should be 350 watt for a minimally loaded system or 400 watt for a fully loaded system. 5. Make sure the CPU fan is connected to CPUFAN1 connector. 6. Remove the M/B from the case and test the system. The M/B might be shorted to the case.

Here is the CMOS Clear procedure from your manual:

CMOS Clear (JP5) In some cases the CMOS memory may contain wrong data, follow the steps below to clear the CMOS memory. 1. Clear the CMOS memory by momentarily shorting pin 2-3 on jumper JP5. Its white cap can easily identify this jumper. 2. Put the jumper back to 1-2 to allow writing of new data into the CMOS memory. CMOS Clearing Clear CMOS Data Retain CMOS Data JP5 Setting Short pin 2-3 for at least 5 seconds to clear the CMOS Short pin 1-2 to retain new settings Note: You must unplug the ATX power cable from the ATX power connector when performing the CMOS Clear operation.
