HELP ! need to get gummy tape off of heatsink

I purchased a cooler master HSF and was going to put Artic Silver on it.
But I can't get the crap off of the bottom. I have tried rubbing alcohol
and dish soap as recommended in these forums, and nothing will eat away at the
crap.

So I bought another HSF online becuase the manufacturer claimed
it came with a tube of paste rather than that gummy tape already attached.
When it arrived today, guess what, there is no paste. It's got the same
gummy tape crap on it like the other HSF. So I'm in the same situation.
How do i remove this crap? I can sort of scrape it off, but then I'm left
with a funky residue on the HSF. This residue is not disolved by alcohol
or dishsoap. Please help me! How do I clean it ?!

I used acetone nail polish remover to get mine of and it worked fine. I've also heard that WD-40 works well as some type of grease or goo remover you can get at auto parts stores.
