In no community has it ever been expressed or implied that 911 is for human lives only. It is for ALL kinds of emergencies.

If you live in a small town with one cop and one operator and the only thing to do on saturday nights is watch the bar fight, then the 911 service lady (usually Beatrice or Mabel) will be more than happy to transfer your call to animal services.

If you live in a giant shithole like Los Angeles and they only have half as many cops as needed and the dispatch office is overloaded with calls 24/7 then they will be more than happy to transfer your call to..........
