HELP! Motherboard Fried or PS Dead ?

I did something very stupid, so I need some expert help:

For some odd reason, my computer alway gets stuck before loading the OS (I mean, nothing will make it move on), so while it was one, I pluged the 4-pin power plug into a CD-ROM drive (it was powered before). And just as soon as I did that, my computer shutted off.

Now, when ever I press the power-on button, nothing will happen.

Did I fry the motherboard (I didn't see sparks, etc)? or is the power supply gone? How can I tell the difference?

Any help is appreciated.

Easiest way to tell would to just run out and get a new power supply to see if it boots. You aren't going to know for sure till you replace one of the two parts... and the power supply is the cheapest.
 
Perhaps you can try to unplug the power, unplug everything except HD and VGA.
Then plug in AC and try again.

Does the power supply starts up?
Are there any leds lid on the mobo?

 
When you press the power button, I guess that not even the fans on the PS come on? If that is the case, I would say that your problem is with the power supply. However, you may not need to replace the entire unit. Sometimes you can simply blow a fuse in the power supply, in which case all you would need to get is new fuse.

If your confident enough, and very careful (make sure everything has been unplugged from the PS for awhile) then you can open it up and take a look at the fuse.

I've had to do this with a couple of units and and it's worked out fine.
 
Thanks to many people's suggestion of connection the green and white plug. I guess by connecting the two, it resetted the jumbers/breakers in the PS. And it worked.
