Help me with a few Android (Samsung?) issues

I have Googled this and what I'm seeing hasn't helped. I got a Note 5 yesterday and straight out the box I'm having issues. Samsung Pay crashes when I try to open it. I would have been fine using Android Pay, but teh Googles doesn't let you use pre-paid visa's. Mine's reloadable and has my name on it, but whatever. I followed the few things I found on Google. Removed the update and ran it, won't open without me updating, updated and I get a Samsung account has stopped responding. Removed Samsung pay app and re-installed it, nope. This is a stock AT&T Note 6, running 6.0.1, I checked and there aren't any updates available from AT&T. But from what I read on Google the Android N update on this phone SUCKS. I don't know how the shit a stock Samsung app on a stock phone that has nothing else installed crashes every time, but it does.

2nd issue, after giving up on Samsung Pay (for now) I installed other things, now when an app needs me to set permissions, I get the annoying error that's putting me in the Apps that appear on top settings and I have to disable everything in order to be able to go back and change the permission. Then I can go back into the apps on top settings and turn shit back on. This is annoying as hell, and Googling's providing little help. I checked the 2 things I could find and they don't help. One was to check to see if 1 handed keyboard was enabled, and if so to disable it (it wasn't) the other said to just turn off all the apps on top. The main app I use crashes when it's disabled (Sliding Messaging) I'm not even sure why I need to touch these settings when I'm trying to do something unrelated like setting Shazam to be able to access my storage, but apparently it's the thing.

I would do my normal and install a ROM, but AT&T has this phone locked down tighter than an iPhone.

running 6.0.1, I checked and there aren't any updates available from AT&T.
I've got a note5 on at&t. Current android version is 7.0 and it gets monthly security updates.
I also use Samsung pay as my primary form of payment when I'm out. I have no issues with it and assume your issues are because it's on an old version of Android. Or you've simply got a lemon.

None of your issues sound particularly normal - especially the first. Are you sure the phone wasn't rooted in the past or had Knox tripped which would cause secure apps like SPay to fail? The fact that it isn't getting the 7.0 update is weird as well.

Before doing much more, I'd say you're better off installing the stock 7.0 AT&T Rom from XDA, doing a full factory reset, and then start installing your apps again.
