My biggest complaint with the leveling system had to do with how you gain attribute points, in that you need to make sure you learned certain number of strength based skills, certain number of int based skills, certain number of wisdom based skills, certain number of charisma based skills, and a certain number of dexterity based skills before you level. If you don't you can't increase your stats, and if you can't increase your stats at least +4 minimum, you will be getting weaker than what the enemies are gaining from the level boost.... There was just a billion things you had to keep track of before leveling and it really just put me off. I loved the changes they made to the core system in Fallout and Fallout:NV. They basically took my exact complaints and removed my problems. Otherwise I love the engine and how it works. It lets you get a decent set of skills while at the same time not penalizing you for learning the wrong skill first.... The downside is that you can't become the ubbur killing machine that you could be in Oblivion since you could still learn all the other skills (just not as quickly as your primarys/tagged skills).
