Help me, USPS Shipping Problem!

I have a situation. I sold two sticks of ram on ebay and the guy paid $3 for me to insure the package (and delivery confirmation). I was VERY stupid and forgot to purchase insurance. Well, the guy emails me 15 days after I shipped and demands that I give him his money back since I haven't shipped the RAM (without even asking where it was). I went to the post office about filing a claim and they said I had to wait 30 days (14 days from today). What do I do? Should I refund his money until I find out what's going on? Do I tell him to go to the post office and see if they have it sitting on a shelf? Do I tell him to wait until the USPS will allow a claim to be filed?

I'd really appreciate any feedback people can give!

Yes, they don't guarentee it but they do look into it..

My main concern is that this is the first item I've shipped worth over $30 (it was worth $150) and it gets lost. The guy just seems like a jackass and a thief, but I know I have to give him his money back if he says he didn't receive it...

My hunch is that you are correct; the guy did receive the package and, because you forgot the insurance, saw an opportunity to rip you off. Packages disappearing is very, very rare nowadays. Unfortunately, this will have to be one of those "live and learn" situations.
