help me understand location quotient

I'm been reading a bit on google but it still doesn't make sense to me.

As far as I can understand, location quotient is a ratio to quantify the concentration the particular industry is, compared to the larger space. So in this case, it's the graphic designer jobs compared against the U.S.

So for example: The green map, it shows that Texas to be dark green, and in the top five of highest employment.

However, if you look at the location quotient map, Texas is not the most concentrated, and is not in the top 5. In fact, none of the top 5 are in the top 5 for location quotient.

So what does location quotient mean anyway then? In laymen terms, what is it measuring? Is it saying that Nebreska is a state with mostly graphic design jobs (although it does not necessarily have the highest number of jobs)? Are they also factoring population, etc etc?
