So I built my computer a couple years ago. Haven't used it for a while, return home for spring break, and it won't boot. It gets stuck on the "loading windows" screen.

I'm like shit, something is wrong with Windows. After determining I couldn't get it to boot (safe mode, anything), I decided screw it I will give it a fresh install.

So I put in the Windows 7 install disk and it boots from disk and gives me some options like recovery or install. No matter which I choose, it acts like it is booting from it, and freezes on Windows is loading files.

I decide to wipe the partitions on the HD then give it a go. Boot from GPARTED and after selecting GPARTED BOOT from the gui, it freezes while loading/initializing gparted.

Same thing happens when I boot from Ubuntu live disk.

Same thing happens when I try to boot any app from HIRO's Boot Disk.

I somehow got a memtest to run from the ubuntu disk and my memory is fine.

I swapped in a different HD and still couldn't boot from any disks.

Anyone have any ideas? Is it my fucking motherboard? The mobo seems to recognize everything and bios looks normal....

I would at least try another power supply. That could easily be the culprit.
I'm not sure how to check the motherboard directly. If you can get through POST, then I would suspect something else.
Is the cpu fan not spinning or clogged?

Try resetting the BIOS to default settings: Remove the CMOS battery for a minute or so. Leave just one stick of RAM installed. If you have USB keyboard and mouse, plug them into different ports than the ones they're in now. Reboot and try starting the install again.
