at $100 (new) you're just starting to get cameras better than tablets. If you're carrying a tablet anyway, the only reasons to get a camera would be for zoom and ease of use (tablets are slightly annoying to take pictures with due to their size & shape)

sadly, low light is sort of a problem for most point and shoots until you get to the ~$300 range.
brightness can be easily adjusted in free software on a computer.
windows live photo gallery is a free, easy to use, simple picture editor. http://windows.microsoft.com/en-us/windows-live/photo-gallery#photogallery=overview

panasonic is one of the top brands in point and shoot cameras

the panasonic sz3 seems like it might fit your requirements
http://www.amazon.com/Panasonic-DMC-...anasonic+lumix
there doesn't seem to be ANY actual reviews about it though, panasonic has no full size samples, and flickr doesn't have anything

the nikon s9300 is also a reasonable performer for it's price (used/refurb)
http://www.amazon.com/Nikon-COOLPIX-...ds=nikon+s9300
my brother picked one up on woot factory refurb. It produces good images for a sub $100 camera. It reviewed poorly against it's ~$200 competitors (the panasonic zs/canon sx 2xx) which is probably why it's so cheap used/refurb.

some test images my brother took
http://www.flickr.com/photos/fralexandr/sets/72157634774382826/
the s9300 had a stuck shutter, but he fixed it (by holding the camera w/ lens facing down & carefully wiggling a piece of paper to get it to unstick)
the night shots are reasonable given the small sensors found on almost all point and shoots.

dpreview is a great resource for camera reviews
http://www.dpreview.com/reviews/nikon-coolpix-s9300

photographyblog.com is also good. It's not as indepth as dpreview, but it has more camera models and is easier to read

The Panasonic will be fine so as a used DMC-GX/GF family, or a used Canon S90~S110, G10~G12, or EOS M.

fireworks aren't really low light. The fireworks themselves are rather bright, so taking pictures of them isn't too hard. The Elph 310 is good if you want a really thin camera (thinner than the s100; 0.8" vs 1.1"), I think it sacrifices a bit in low light because of it though (hard to find an s100 for close to $100 though).

most digital cameras have it, but there are still a few without it.
look for image stabilization (IS)/shake reduction (SR)/vibration reduction (VR)

Any camera can handle fireworks.

100-ISO, f/5.6 to f/16 (take a few test shots and pick your favorite aperture), 4 seconds or bulb + black card or hand over the lens for multiple exposure.

Use tripod.

moon pictures also don't require really slow shutter speeds, since the moon is also somewhat bright. You will want something with a decent amount of zoom though. Also, moon pictures are best taken with a DSLR or micro 4/3, since you'll probably need a polarized filter to remove the reflective glow (if you want any surface detail).

you'll probably want to pick up a small tripod since you're talking about fireworks and moon pictures. There's only so much image stabilization can fix.

do you mean lightning? lightning is rather tricky to take pictures of. You can either use a lightning trigger with a camera that has low shutter lag (most point and shoots fail this), or a camera with manual controls. You'll want slow shutter speeds (5-30 seconds), the ability to set ISO 100-200 (most cameras can do this), the ability to lock focus at infinity, and the ability to adjust aperture. Then you'll need to try and guess where and when lightning is about to hit, or take multiple shots until you get one that works.

lightning triggers are sort of expensive, so you'll probably want the latter.

Most SDHC is class 10 now. You don't save much going with anything slower, though many class 6 cards are still rather fast.
If you're taking lots of video, you probably want a 16gb or larger.

5x zoom is good for most city uses. If you like hiking/the outdoors, more zoom is helpful for taking pictures of birds, animals, or sports (and other things you can't normally get close to). Less zoomy lenses (5x) tend to let more light into the sensor (they have larger apertures*), which typically makes them better for low light (given similarly priced and similar year models).

Thus the amount of zoom you should get depends on your usage scenario. Do you frequently take pictures of birds/animals? or mostly take pictures of people/places?

*aperture size is f/x where x is the listed aperture # (i.e. f/2.8 lets in more light than f/4.5). On point and shoots it's usually labelled as 1:x-y (i.e. 5.2-26mm; 1:2.0-5.9), where 1:2.0 is the aperture at the wide end (5.2mm), and 1:5.9 is the aperture at the long end (26mm).

it would be a handy feature, but it doesn't say anything about autofocus noise. Can the mv800 even autofocus during video?

most people use external microphones to solve the autofocus noise issues.

probably not... Some of the Sandisk class 4 (one of the faster class 4 cards) were capable of pretty decent write speeds (~10MB/s)
Burst mode on a point and shoot depends on fps and file size. A typical 16mp camera takes ~5-7MB jpeg pictures, so if bursting ~3fps, it can take ~15-20 MB/s (enough to exceed some of the lower end class 10 cards). This typically results in downtime, with the camera waiting to offload the pictures to SDHC (on a slow class 4: 4MB/s it could take ~ 5 seconds). It's possible to take burst pictures (without hitting this limitation) on slower cards if you reduce quality settings (lower res, worse compression).

Why are you looking at class 4 cards?
8 gb class 10 cards can be had for ~$8; 16 gb class 10 cards ~$13
http://www.bhphotovideo.com/c/search...op+Nav-Search=
the transcend and some of the sandisk are pretty well priced, and reasonably fast.

if you prefer amazon, they have reasonably priced offerings as well.
