Proposals for Senator Russell Feingold, Democrat ? Wisconsin
This proposal addresses the transparency of lobbying with regards to members of Congress by requiring additional reporting, as part of the public record, on the part of said members of Congress in regards to their meetings and informational sessions with lobbyists, whether they be personal sessions, or on behalf of a group. This applies only to lobbyists who qualify under the current ?Lobbying Disclosure Act of 1995?, and should be considered an amendment to it.
PROPOSAL #1?REVIEW OF THE PATRIOT ACT?REP. MARTY MEEHAN
In this joint conference, we wish to amend the U.S. Patriot Act so that it will contain a Sunset Provision.
-A joint committee of Congress will review the United States Patriot Act every two years.
-The Committee will review the USAPA to determine future relevance.
-Both Houses will vote on the recommendation of the joint committee.
-If the Patriot Act is found legitimate for further use it will remain good law. Until the next review by the joint committee to be conducted two years later.
-If the Patriot Act is found to be redundant, it will no longer be in existence.
PROPOSAL #2?SUBMISSION OF COMMITTEE REPORTS?SEN. ROBERT BYRD
This proposal is based on the idea that the Senate needs to have a rule that forces all committees to file a committee report on any bill that it goes over. This is necessary for three reasons. First, it will prevent the Senate from moving through bills too quickly. It will make for a more deliberative process in the Senate. Second, the bill will give Senate members more time to study over legislation. The two-day rule and three- calendar day rule will all be in effect if all bills have committee report. This added time will allow senators to formulate their views and opinions on the bill. Third it will help provide the courts with an idea to the intent of the bill should it ever be brought to court for review.
PROPOSAL #3?COMMITTEE STAFF FUNDING?SEN. HARRY REID
The 2000 Congressional elections and the subsequent congressional session presented many new issues dealing with the appointment of committee staffers. In 2000, for the first time in recent history, a fifty-fifty split existed in the elections leading to a power-sharing agreement between both of the parties. With the defection of Senator Jim Jeffords from Vermont, committee funding was conducted on a proportional basis in fairness to Republicans, differing from the traditional allotment of 1/3 funding for the minority party. Therefore I recommend an amendment to rule XXVII of the Standing rules, which relates to committee staffs. Underneath Clause 2, I would like to add that funding for committee staffs be allocated proportionately to a party?s membership in a given committee. Similar changes have been made in the judicial committee and have worked well.
PROPOSAL #4?COMMITTEE HEARINGS?REP. JOHN DINGELL
This proposal would change House and Senate rules so that when a witness is subpoenaed to testify before a committee hearing he or she can request that cameras in the room are turned off during his or her testimony. Other media outlets will still be able to cover the testimony as they see fit.
