Help me remember the name of this TV superhero

I can't remember the name of this horribly crappy TV superhero show.

It was this rich white guy with shoulder-length curly brown hair.

He drove a Chrysler Prowler.

Had this retarded costume with a mask that covered the top part of his face and let his hair flow freely.

Have no idea what his powers were.

It's not Mantis. He was a handicapped black guy
