Help me maximize performance

Hi, I have a retail A64 3000 wini, MSI Neo2 Platinum, a 9800 pro, and 2x256 pc3200 3-3-3-8 ram. Right now, I am using the 1.8 bios and these settings

265 HTT
9x CPU
3x HT
133 divider
2-3-2-7 timings
1.56v

This is decent but my ram speed is underclocked 26mhz. With this I get a 38s 1M PI and 21,400 3dmark01. Now get this. I tried 295x8 with a 133 divider-no boot. 295x8 with a 100 divider worked, 240x9 with a 166 divider=no boot.

My ram is good up to 210 with 3-3-3-8 and 180 with 2-3-2-7. However, it seems I have to underclock the ram whenever I overclock. I got the CPU used, the motherboard refurbished, and the ram out of a Dimension 3000.

What do you think the problem is; what can I do to maximize performance? If I must upgrade something, what should it be? Any tips or suggestions?

BTW, I will trade for a s754 DTR or P4 setup if you want.
 
My 3000 Winchester is running @ 2.3GHz (255MHz FSB; 1.475Vcore) with Corsair Value Select (2.5-3-3-8-1T). RAM speed set at DDR333 with 4x LDT. DDR266 or DDR133 will cost you speed! For example, going from 333 to 266 will cost you about 50MHz core speed. You have an 85MHz core speed advantage, but your RAM is running at 133.

Don't think you can get too much more performance out of this used system. Perhaps 1GB of Corsair Value Select would help with gaming. DELL RAMs don't overclock well.
