The reason the chip has different temperatures is that some bits get hotter than others. Think about a heating element put inside a brick. The core of the brick will get hot before the outside does and it'll get and stay hotter. Some parts of the CPU will be working harder, and so be hotter than others, while the general sensor is presumably located in some random "middle ground" spot that doesn't get so toasty warm.
