I believe that technician is referring to the new NEC-Mitsubishi LCD technology called Forward Feed. The forward feed technology uses electronics to more accurately control how the pixels turn on and off... this effectively can speed up response times on current panels by something like 50%-70%.
Someone who works for NEC-Mitsu posted on arstechnica that the FFD is at least a year away. They expect to show some prototypes at Comdex in November with production models probably hitting the shelves this time next year.

As far as ghosting goes, if you will be bothered by any kind of motion blur then you should probably consider staying away from an LCD right now, or maybe run an LCD with an analog display in a dual head configuration (with the LCD for your desktop work and the analog screen for your gaming needs).
I have now tried out 5 different flat panels and haven't found one that I could cope with in gaming... the latest arrival is actually a surprise... I had cancelled my order for a Dell deal on a Planar PV174, and yet they shipped it anyway... so here I am typing on it. I think it's a decent display (although not as good as the NEC-Mitsu 18" I already returned) but even with it's pixel response of 25ms there is bad blurring in games (same or worse than 50ms displays I have tried out).
