Unless you intend to copy CD's from one drive to another, you don't need two optical drives. A DVD burner will burn CD's, too, and you can put the extra money into a better DVD burner.

Double HD's are good. I like to buy drives in pairs, put one in a moble rack (removable tray) and Ghost my drive after every virus scan. If you do that, almost nothing can screw up your system more than you can unscrew it. :)

i wanna know if 400W would be enuff? or 500 or 600W since there's a water cooling thing as its my first time using 1.
I am not looking for psu brands.

There are several sites that have wattage calculators on on them.
Just do a web search for power supply calculator and you will find several. With these you can enter what you are using and they will give you an approximate minimum wattage (which I would reccomend adding a bit of a buffer to)
If you want i can find one for you but i am sure you can find one

who is this intended to? the reason why i am asking is because i have a 3500+ still un-opened from Xmas 04 and i'm in limbo about a solid future upgrade....
