Help me fix this picture

My gf sent me this picture from her summer program in brazil.. For some reason the picture was really warped and such (she claims that the pic looks fine on her computer) - anyone knows what caused this? How do you fix it?

that sucks. I would probably just line everything up and do auto colors on each section. I'm not sure how well that would work but that's all I've got.

EDIT: or get her to send it again. maybe it really is fine on her computer.
 
I figured it was data corruption but thought that there would be a way to fix it (like if you've ever downloaded a corrupt MP3 there's a program that fixes them).. She said that she can't resend it because the connection at place she's staying is sub-dial up... It's in nature reserve so uploading it again would be a chore.. Oh well, I'll just wait to see the original when she comes back.

The Sub-dialup is maybe the reason for the distortion.

No maybe about it, it definitely was corrupted while being sent over the internet. Seen the same thing plenty of times before w/ corrupted jpeg files.
