Help! Major Problem

Good evening all:

I hope someone can give me some ideas as to
how to deal with this
I let a young relative 'practice' on my computer
unsupervised (big mistake). Somehow the
little heathen managed to move or delete the
oleaut32.dll file from system32. Now, the
machine will do NOTHING, I mean
absolutely nothing! Windows will not boot, all
I get is the desktop background. No programs
will run. Whenever I try to run something, all
I get is the explorer.exe 'missing component'
message. Also, the cd/rom drive will not
write to the machine either.

I have tried the 'last known good configuration'
setting...and a couple of command prompts
with no luck.
Suggestions, anyone??

There are many ways:
1. reformat + reinstall
2. boot off a windows cd w/ command prompt and fix it
3. boot off a linux livecd (e.g. konippix) and fix it
