Help: Intel OR840 Motherboard

I recently purchased an Intel OR840 motherboard off eGay, but it will not power on. I have the main ATX power connected, 2 RIMMs installed in the first and third sockets and two CRIMMs installed in the other sockets. I have an Pentium III 800EB in CPU slot P0, and nothing in slot P1. I've tried placing some Celeron I had in slot P1, to see if it would boot with *something* in there (since I have no terminator), however this proved pointless as well. I'm getting rather discouraged at this point, but maybe someone can offer a suggestion or two.

BTW, I'm using an Addtronics 300W power supply.
