I am going to install a video card to a computer that has onboard video do I need to go in the bios and disable it
 
You should go into the BIOS and disable the onboard video if possible. With Windows 7 and 8 you can have both on and it won't hurt anything but if you're not using it, may as well disable it.
 
Most good mobos will give you the option of what to use for graphics like "PCI_E". Choosing this will bypass the onboard 'GPU' and use your discreet GPU/GPUs.
