I used the s-video out on my 6800GT to hook it up to my tv...and the picture looked awful, and there were black scan lines running down the screen from top to bottom while I had it hooked up, and the tv kept crackling kinda....anyway, can someone point me to a tutorial on how to properly hook up a tv-out, and also where I might find the latest tv-out drivers?

You might be having video hum from a ground loop where your computer and T.V. are hooked up to 2 separate electrical outlets. You can read about it here and here.

I use this for my video hum between my computer and T.V. but it doesn't completely remove the lines (but it's acceptable now). It was the cheapest though, and you might have better luck with one. Some more expensive alternatives are here.

My Radeon 9800 and it's drivers automatically detect the proper refresh rate for my T.V. (just a regular T.V., not high-definition) but I don't know about Nvidia cards. Also the Radeon software has a handy feature called "Theatre Mode" that detects when video is being sent to the T.V. and configures the resolution and aspect ratio so you don't have to make your PC monitor match the T.V.'s settings (I used to have to do that, a major PITA). I'm sure Nvidia must have a similar feature.
