You didn't try a Dell PSU on it, did you? They've got a funky non-standard wiring that's hazardous to normal ATX motherboards, even though the plug fits as if it were the same thing.

Let's start with this, lay the motherboard on a sheet of cardboard. Get your PSU and unplug it from the wall. Now plug the PSU's 20-pin main ATX connector. Also plug in a 4-pin drive plug into the EZ Plug fitting just to the left of the ATX connector, and plug in the 4-in-a-square auxiliary connector into the motherboard. So that's three power plugs, no CPU, no memory, no cards, no drives. The EZ Plug and the AUX connector are shown on page 2-23 of the manual if you need a reference of where they are.

Now plug in the PSU (and flip its power switch if it has one). The green LED on the P4PE's surface should light up.

Next try momentarily connecting the two Power Button pins (shown on manual page 2-29) with something metal, in order to signal the PSU to start up. The PSU fan should start running. At that point, if you listen to the post reporter, who knows what the heck it will say.

If that works, unplug the PSU from the wall, throw in your CPU, latch your heatsink down on it, plug the heatsink's fan into the CPU_FAN header (manual, page 2-24), add one stick of RAM and one video card (push down really hard on the video card to ensure it's down into both rows of contacts in the AGP slot), plug in your PSU again, and see if it runs on cardboard or not.

Do any of the steps succeed? If you plug the board into the PSU with nothing else at all, does its green LED come on?

Hmm, hard to know what to do. If the board is faulty and kills off CPUs (like your first one and your RMA) then you wouldn't want to give it a third chance. If the CPU is faulty then you wouldn't want to scrap a good mobo just on suspicion. Or it could be the RAM.

Do you have any other systems that you could test your RAM in, maybe run Memtest86 to check it for faults (see sticky thread at top of CPU/Overclocking for download). Also, what's the highest-rated PSU you've tried on it so far?

how could it be the ram?

tried
300W psu
a 350W psu
and a 420W psu

man alreayd RMA both of these thigns
RMAed the motherboard already once and same with the CPU
althought the motherboard Googlegear said it's working and sent back the same motehrboard to me
could that be the problem?

the cpu is a entirely diffrent cpu different code and everthing

I was actually having a similar problem with the same mobo, but I tried connecting the pins and my PS and CPU fan both turned on... what then?

If the system will spin fans, then maybe shut down, clear the CMOS, put in your memory and video card, and see if it's decided to work again. tstrike, I forgot to ask but I assumed you've cleared the CMOS. If not, that couldn't hurt.
