help...extremely loud cpu fan but temps are ok!

recently i upgraded my cpu & mobo to AMD athlon !!X4 640+MSI 760gm p33.....but my cpu fan is 'killing' me:'(
it is extremely loud even in idle.in idle core temperatures are 22-23C but fan is spining around 4200 rpm...after installing gfx card idle temps increased to 25C and cpu fan around 5200rpm......
i tested it with prime95 to see the max temperature..i found max 51C but the fan 5300-5800rpm(horribly loud)...
I am very confused😕.....is it a PSU issue? or the fan itself?...it's not mobo related as i already replaced it to test....

GPU:gigabyte hd 5670 1gb ddr5
ram:4gb ddr3
PSU:gigabyte superb 460W

Replace your stock heatsink with a cheap aftermarket cooler. A CM Hyper TX3 or even a CM Hyper212+ don't cost a lot for a peace of mind.
 
Do you have cool n quiet enabled? If your temps are fine, there's no reason to have the fan going at full speed all of the time. If noise is a primary concern you will definitely want to get an aftermarket solution, though.
 
I would suspect the fan above all else...noticed in the newegg product review section that some stock fans do this (intolerable noise). I have always used a Zahlman solution, but there are plenty of inexpensive heatsink/fan combos. I would replace it at once.

Is there any chance that my power supply is causing this??? and my cpu temp has risen after installing graphics card...so is it normal???
and in my region no cheap aftermarket cooler is available...i found thermaltake frio costing around $60 here.....
as i have warranty should i claim warranty though i am not sure that the fan itself is faulty?

It is less likely that the problem is coming from the PSU. Your CPU temp has risen because hot air rises so the hot air from your GPU is being recycled by the CPU which would result in higher temps compared to not having a GPU inside your case.

This is not the first time that I have heard that AMD stock cooler fans are noisy. The fan is small so it has to spin faster to move more air compared to a large fan which does not have to spin that fast to move the same amount of air. If you can't find any cheap alternatives, go with the Frio. You may be able to overclock your CPU as well with the Frio.
