HELP Creating own You Tube

I am a highschool teacher and we were wanting to implement our own YouTube and Myspace type features to be hosted internally. Does anyone know what software packages are available to do such a thing. This must be able to be hosted completely interally or the Board of Education will not let us do it.
 

are you talking about developing a youtube site or just trying to get a copy of a youtube like site from somewhere?
 
I want to develop (or preferrably buy) a software package that would allow me to run a site where students will be able to post videos.

 
u gotta create a database, a script that will convert the uploaded videos to an FLV file, and a flash app setup to create the youtube functionality. if you want myspace functionality, there are some companies out there that offer "community software" so u can do this. i just dont know the specifics. seems like a huge hassle for things that already exist. why reinvent the wheel?
 
I know I am re-inventing the wheel but because we are going use this at school we cannot use a public site. Unfortunately YouTube and Myspace are both blocked. We cannot even preform a search with those phrases.

Proxys will not work because this is something that is going to be public knowlege and the IT so I can't tech kids how to beat the system.

I have a 1tera byte file server but the idea is for kids to not just dump files but make them searchable and also for them to be able to pull and put from anywhere so it must be web based. Also I have to be able to appove the files before they are viewable.
