Help configuring Apache 2.0.40 in win32

I am trying to run a webserver here on my PC with Apache 2.0.40. It works great here from a local computer or a computer on the same network (college at WCU), but anyone off campus can't access it. I have gotten it to work earlier, so I know there's not a firewall blocking it. I had to reinstall a few months ago, and I'm just now getting around to setting it up again. My IP is 152.30.100.229.. what/where do I need to change in the httpd.conf file to allow outside access? I have looked through the file, and everything seems ok, but obviously I'm missing something. Thanks!
