HELP! - computer won't shut down!

I was changing a cd drive and I must have bumped into something because now the motherboard won't shut down. I have to cut the power at the PSU to turn it off.

here's what happens if a few situations I've tried:
1. if I shut down from windows it just reboots
2. if I power off by holding the power button for 5 secs, it just reboots
3. if I cut the power off at the PSU, and then turn the power back on. drives and fans power on even though the computer is still off.
4. if I unplug the PSU from the motherboard and do #3, then nothing powers on, as normal.

my motherboard is an ABIT NF7-S 1.0, and my psu is a superflower TTGI 450 watts or something.
 
yeah, i don't think they are shorted. They certainly don't appear shorted, and they also both work. well, they're both more like reset buttons now...

does bios even run when the computer is off? If not, then it must be a serious hardware problem. I've tried disconnecting all optical drives and HDDS, but to no avail. I hope I haven't FUBARed my mobo 🙁
 
Are you sure there are no standoffs in the wrong place under the motherboard that could be causing a short? Have you tried disconnecting the reset and power switches from the motherboard? You can use a screwdriver or something of that sort to short the pins together where the power switch connects while it's disconnected.
EDIT: Also check your bios settings and disable all the things such as power on by lan, PCI card, USB, etc..
 
I don't see how installing a cd drive could have upset the motherboard standoffs... maybe i'll try that if there's no other options.

tried disconnecting power and reset buttons. no go. reset bios to default settings too. man, i think i screwed this mobo up.

maybe i'll just buy a refurb nf7-s from newegg...
