Help computer wont boot

My machine was up and running perfectly fine when I decided to build a media box.
So i bought a 200GB hard drive and started
Took out my old hard drives and put the new one in
Booted up with Win XP cd and it reached "starting setup" before blue screening
so i restarted and went into the bios, for no reason i set my memory speed to 166
when it rebooted, i had no video so i reset and nothing
so i powered off, reset the bios and powered on
nothing, not even a post no sound
so i hooked up the d bracket thing that came with the board
it flickers on and then turns off
what does this mean?

i've disconnected everything besides the power button and ps and took out the mb of the case
still nothing

i knew it was dumb to set 166 for the speed but had no idea this would happen
 
Whats it supposed to run at / waht did you have it running at

Look at your motherboard manual, is there a jumper to clear? Follow their procedure.

i feel like such an idiot
reset the bios but totally forgot that the fsb speed is reset by a diff jumper
