Help! Com port/modem problems

Trying to install a USR Sportster ISA modem. I have the jumpers set for Com 2, IRQ 3. I disabled Serial port 2 in BIOS. I installed the drivers, yet when I try to dial out with DUN, i get the "turn your modem on, you putz" message. How do I get this thing to work?
Help me please.
 
Yo,
Try switching to COM3 for laughs, which is the standard COM. IRQ 3 sounds to high priority, might consider a lower IRQ that's available, like 7 or 9 or whatever is open.

Make sure that you have the network protocols properly set and all that rot.
