Help! Can't lower my clock multiplier!

I'm tryin to get my tbird 900 to run at 133 x 7 but it seems that when i change the frequency multiplier the computer won't boot. It doesn't even go into soft off mode. (the lights just go on, and nothing happens, well the fan spins) I have an Asus A7V 133(not A). My ideas are that my multiplier for the processor could be locked? Could i be right? If so, would it kill my processor to run it at 1.1something? (133 x 9)

if the multiplier's locked, unlock it! 😉
